关于高质量推进国家水网建设的思考
High-Quality Advancement of National Water Network Construction
摘要
Abstract
The release of the Outline of the National Water Network Construction Plan has promoted the development of a modern water conservancy infrastructure network,which is of great significance for the coordinated resolution of issues related to water resources,aquatic ecosystems,water environments,and water-related disasters.However,challenges remain,such as incomplete water resource management mechanisms,a lack of management standards,insufficient investment and output in water conservancy science and technology innovation,and underdeveloped social participation mechanisms.To address these issues,it is urgent to advance the construction of the national water network with high quality.This includes establishing cross-departmental and cross-regional coordination mechanisms for water resource management,improving the policy framework and regulatory system for water resources,empowering water conservancy technology through new-quality productivity,and strengthening social participation and feedback mechanisms in water resource management.These efforts will provide robust water security for the comprehensive construction of a modern socialist country.关键词
