Abstract
From July 29 to August 2,2023,under the influence of Typhoon"Doksuri,"Beijing experienced an unprecedented catastrophic rainstorm.The Shixia Station of the Yanqing District water authority recorded a single-station rainfall that broke historical records.Approximately 95.7%of the rivers in Yanqing District experienced varying degrees of flooding.In response,the district's water authorities implemented flood defense measures for the Fuyukou River,Bangshuiyu River,and Xierdao River,removing blockages and constructing cofferdams to ensure public safety and smooth transportation.This study analyzes the entire emergency flood rescue process of these three rivers,reviewing critical factors such as hazard points,flood volumes,decision-making,command systems,and rescue operations.By identifying issues encountered during the emergency response to the flood,this research provides actionable recommendations to improve grassroots flood prevention and emergency response capabilities,strengthening the people's line of defense against disasters.关键词
