摘要

Abstract

The source prevention system with the environmental impact assessment system as the main body and the regulatory system for fixed pollution sources with the pollutant discharge permit system as the core are two fundamental systems for realizing the refined management of fixed pollution sources and achieving the reduction and effective control of pollutants.The maturity of the two systems varies greatly,and there are still many areas to be improved in jointly serving the management of fixed pollution sources and effectively controlling the output of pollution sources.The concept of"whole life cycle"is applied to the management of fixed pollution sources.According to the"whole life cycle"process,the"whole life cycle"of fixed pollution sources is divided into 3 stages:access to fixed pollution sources(ex-ante permit),pollution control(in-process implementation),and pollutant discharge management(ex-post supervision),and a refined management model for the"whole life cycle"of fixed pollution sources is proposed.Based on the relevant data of Wuhan and combined with the actual grass-roots work,the management status of fixed pollution sources is analyzed in stages,and relevant countermeasures and suggestions for the"whole life cycle"management of fixed pollution sources are put forward,which can provide technical support for further improving the management level of fixed pollution sources.
