国内外中小流域治理模式案例分析与启示
Case analysis and inspiration of domestic and international experience in small and medium-sized watershed management modes
摘要
Abstract
The governance of small and medium-sized watershed is an important part of ecological civilization construction,but the current governance models and mechanisms for such watershed in China remain imperfect.Through case analysis of three typical small and medium-sized watershed—the Lake Biwa,the Emscher River,and the Nanming River—advanced experiences in policy and regulations,management institutions,financing models,social participation,coordination,and long-term maintenance mechanisms were summarized.The following recommendations were put forward to innovate China's governance models for small and medium-sized watershed:enrich the connotation of watershed governance to promote multi-objective collaborative management;refine policy design and improve coordination mechanisms;optimize investment and financing models to support the implementation of innovative projects;and encourage public participation to strengthen social oversight.关键词
