Abstract
As heritage work moves away from in-dividual buildings to complex living sites,partner-ships have become touted as a central tenet in her-itage governance,leading to a reexamination and a recasting of the roles of different public and private actors.Yet,the precise nature of such'partnerships'is often ambiguous,eliding frictions in epistemol-ogies,capacities,and mandates in the context of larger shifts of economic and legal regulatory sys-tems.Understanding 'what heritage' and 'whose heritage' in this evolving landscape of actors and governance-spanning heritage in individual,com-munal,and public hands-is essential.Based on this,the article advocates for innovative models for heritage governance and value creation that operate at the interstices between different actors:between patrons and the public sector,the public and pri-vate sectors,the private sector and the people,the people and patrons,and even at the intersection of all four,as Public-Private-People-Patron Partner-ships,or PPPP-Ps.关键词
