全球核废物治理的影响因素及其组合路径
The Impact Factors and Combination Pathways of Global Nuclear Waste Governance

Abstract
The governance of nuclear waste is an urgent issue that needs to be addressed in global security governance,environ-mental governance,and the promotion of nuclear energy development.This study,based on the multi-stream framework,identifies the influencing factors such as nuclear strategy,nuclear energy policy,political controversies,public attitudes,and geological conditions in the governance of nuclear waste,and constructs a set of cases of nuclear waste governance both domestically and internationally to carry out qualitative comparative analysis.The study finds that the advancement cases of nuclear waste governance present a single path dominated by the political stream,while the blocking cases reflect two paths dominated by the political stream or the problem stream.Among them,the nuclear strategy under the dominance of the political stream is a key factor in advancing nuclear waste governance,while political controversies and public attitudes under the dominance of the political stream or the problem stream have a significant impact on the blocking of nuclear waste governance.This study helps to enhance the understanding of the complexity and diversity of nuclear waste governance,provides new analytical perspective and practical reference for the formulation and implementation of nuclear waste governance policies and international coordination,and is conducive to promoting the improvement of global nuclear safety gov-ernance and constructing community of destiny for nuclear safety.关键词
