Abstract
The National Key R&D Program is an important component of the five major national science and technology plans.With the completion of this round of institutional reform,the National Key R&D Program within the agriculture and rural areas has been returned to and supervised by the Ministry of Agriculture and Rural Affairs,indicating that its organization and implementation has entered a new stage under the leadership of the Central Science and Technology Commission.Clarifying the current changes and key directions in the national key research and development programs in agriculture is an important prerequisite for organizing and implementing these programs effectively.In this study,we analyzed the changes of the guidelines compile,application,and management of the National Key R&D Program in the field of agriculture in the new era.Then,we had introduced the management practices of Chinese Academy of Agricultural Sciences as an example,such as building a bottom line of integrity,arranging organization and application,and greatly promoting the coordination between the institutes,and also provided several suggestions of management measures,including strengthening the construction of scientific research integrity,coordinately arranging organization and application,and reinforcing the achievement protection and promotion,which will finally offer a reference for optimizing management and continuously improving the overall implementation efficiency.关键词
