The Key Influencing Factors and Their Time Lag Effects in the Changes of the Efficiency of Forest Ecological Industrialization
摘要
Abstract
⑴ Background——Ecological industrialization is a key path to promote economic and social development and achieve comprehensive green transformation.Forest ecosystems are the dominant terrestrial ecosystems.How-ever,the practices of forest ecologic industrialization face many bottlenecks and difficulties.The existing research mainly focuses on aspects such as the connotation and mechanism,measurement methods,influencing factors and socio-economic effects of forest ecological industrialization,while the literature exploring the changes in its efficiency and the contributing/constraining factors remains relatively scarce. ⑵ Methods——This paper first constructed an evaluation system for the efficiency of forest ecological in-dustrialization using the input-output framework,and then selected the contributing/constraining factors of the ef-ficiency of forest ecological industrialization.Finally,based on the panel data of 26 mountainous counties in Zhe-jiang Province from 2001 to 2023,it analyzed the spatiotemporal evolution characteristics,contributing/constrai-ning factors,and time lag effects of the efficiency of forest ecological industrialization using the super-efficiency SBM-Malmquist index model,OLS regression model,contribution degree model,and obstacle model. ⑶ Results——First,the efficiency of forest ecological industrialization in the 26 mountainous counties in Zhejiang Province shows an overall fluctuating upward trend.The efficiency of technological progress has a grea-ter impact on the efficiency of forest ecological industrialization,while obvious differences exist among regions.Second,the level of economic development is the biggest constraining factor to the efficiency of forest ecological industrialization,and the contributing factors vary across regions.Third,the level of economic development,the average annual temperature and the level of urbanization play a sustained and stable promoting role in the effi-ciency of forest ecological industrialization,while the annual precipitation and population density exhibit signifi-cant inhibitory effects.The impacts of forest coverage,infrastructure,tourism revenue,and human capital level exhibit obvious time-lag characteristics.The short-term impacts of forest coverage rate and infrastructure are rela-tively significant,while the long-term impacts are not significant,the opposite is true for tourism revenue and hu-man capital level.The scale of fiscal expenditure and openness to the outside world overall have negative impacts,while the impact of the social consumption level is not significant. ⑷ Conclusions and Discussions——Based on the above research conclusions,the following policy im-plications are proposed:First,enhance the leading role of technological advancement to promote improvements in resources conversion efficiency both internally and externally.Continue to increase R&D investment in forestry science and technology,establish a technology transformation system centered on the collaboration of"industry-academia-research-application",and improve the trading,evaluation and incentive mechanisms for ecological products.Second,implement policies in a classified manner to promote the narrowing of efficiency differences and the improvement of coordination among regions.Construct a policy system of"differentiation-precision-institutionalization"based on the identification results of the contributing/constraining factors.Third,establish a time-sensitive policy framework to enhance the rhythm matching and performance orientation of policy interventions.Fully consider the temporal characteristics of different factors and construct a dynamic regulation mechanism.关键词
