摘要

Abstract

⑴Background——The urban-rural integrated development is a key path to break the bottleneck of green total factor productivity improvement in forestry and promote the green and low-carbon transformation of forestry.At present,China's forestry industry is facing challenges such as the mismatch of capital and labor factors,the faulting of green technology innovation,and the intensification of institutional friction,so it is urgent to break the"low-level equilibrium trap"through the reorganization of urban and rural factors and technical collaboration. ⑵Methods——Based on the panel data of 30 provinces(municipalities and autonomous regions)in China from 2012 to 2022,this paper used the non-radial SBM-GML model to measure the green total factor productivity in forestry,and used the entropy method to construct a comprehensive index of urban-rural integrated develop-ment.It took dual machine learning model as the core method to empirically test the impact of urban-rural inte-gration on green total factor productivity in forestry,analyze the mediating effect of capital and labor mismatch and the moderating effect of digital economy,and put forward differentiation strategies. ⑶ Results——First,the urban-rural integrated development has significantly improved the green total fac-tor productivity in forestry,alleviated the mismatch of capital and labor,and optimized the allocation of re-sources.Second,the digital economy plays a positive moderating role in this process,accelerating technology dif-fusion and market integration.Third,in the eastern and central regions of China,that is,the regions with a high level of urban-rural integration,the urban-rural integrated development has a significant promoting effect on the green total factor productivity in forestry,while in the western regions of China,that is,the regions with a low level of urban-rural integration,it has a restraining effect due to institutional friction and technological lag. ⑷ Conclusions and Discussions——Based on the above research conclusions,the following policy sug-gestions are proposed:First,accelerate the urban-rural integrated development,and build a factor allocation sys-tem for the coordination of systems and technologies.Deepen the reform of the integrated urban and rural factor markets,and improve the mechanism for the coordinated urban and rural governance.Second,promote the mar-ket-oriented reform of the forest tenure circulation,establish the regional forestry property rights trading centers,innovate green financial tools,build urban and rural skills training networks,improve the linkage mechanism of social security,and promote the flow of high-quality labor to the forestry sector.Third,formulate and implement regional differentiation strategies according to local conditions.Focus on promoting smart forestry and the securiti-zation of ecological assets in the eastern region,strengthen the construction of digital infrastructure and the reform of forest tenure circulation in the central and western regions,and explore the ecological compensation mecha-nism and the integration paths of low-carbon industries in the western region.Fourth,build the national forestry big data center,use blockchain and digital twin technology to optimize ecological resource management and en-hance the synergistic effects of urban-rural integration and the digital economy.
