The Logic and Dilemmas of the Value Realization of Forest Ecological Products from a Whole-process Perspective
摘要
Abstract
⑴Background——With the comprehensive advancement of ecological civilization construction,the value realization of China's ecological products has entered a stage from institutional"establishment"to paths"expan-sion".Establishing and perfecting the value realization mechanism of forest ecological products is the key to carry out Xi Jinping thought on ecological civilization and practice the"Two Mountains Theory".However,the value realization of forest ecological products is not high,and the endogenous power of the production of ecological products is insufficient,and the complete closed loop of the value realization of forest ecological products has not been formed. ⑵ Methods——This paper firstly analyzed the theoretical logic and practical paths of the value realization of forest ecological products by using theoretical analysis method,then summarized six dilemmas in realizing the value of forest ecological products through comparative analysis of 5 batches of 30 typical cases of the value reali-zation of forest ecological products at home and abroad released by the Ministry of Natural Resources,and finally put forward the targeted countermeasures to solve the dilemmas in realizing the value of forest ecological products. ⑶ Results——First,the theoretical logic of the value realization of forest ecological products:the linkage of"Five Repositories"is the logical cornerstone of the value realization of ecological products,the harmonious symbiosis is the logical endpoint of the value realization of ecological products,and the value transformation is the logical intermediary of the value realization of ecological products.Second,the paths to realize the value of forest ecological products:the spillover sharing path helps realize the value of pure public forest ecological prod-ucts,the enabling value-added path helps realize the value of operational forest ecological products,and the quo-ta trading path helps realize the value of quasi-public forest ecological products.Third,the six realistic dilemmas to realize the value of forest ecological products:It is difficult to balance the supply of forest ecological products,to coordinate the accounting of the value of forest ecological products,to integrate the mortgage of forest ecologi-cal rights and interests,to match the transaction of forest ecological products,to realize the added value of forest ecological value,and to weigh the distribution of forest ecological income. ⑷ Conclusions and Discussions——Based on the dilemmas of realizing the value of forest ecological products,the following solutions are proposed:First,innovate the element system of forest ecological products to consolidate the supply basis of forest ecological products.Second,improve the accounting methods of forest eco-logical value to make effective use of the results of forest ecological value accounting.Third,optimize the finan-cial support system for forest ecological products to deepen the innovation of forest ecological financial services.Fourth,improve the management and development system of forest ecological products to smooth the trading channels of forest ecological products.Fifth,deeply embed in the multiple value system of the ecosystem to a-chieve the value added of forest ecological products.Sixth,improve the income distribution system of forest eco-logical value to maintain a virtuous cycle of forest ecological economy.关键词
