Study on the Innovation of Participation Mechanisms for Rural Ecological Resources in Carbon Trading
摘要
Abstract
⑴Background——Rural ecological resources are a kind of special assets with both ecological and eco-nomic values.With the gradual improvement of the carbon trading market,rural ecological resources,as carbon sinks assets,have the potential to participate in the national carbon market.Deeply integrating into a unified car-bon trading mechanism can bring direct economic benefits to rural areas.The carbon sinks value of rural ecologi-cal resources is also reflected in the development of ecological agriculture and green products.The carbon trading of rural ecological resource is an important component in promoting rural revitalization and it helps to improve the carbon trading market and facilitate sustainable development in rural areas. ⑵ Methods——Based on the methods of literature research,field surveys and inductive deduction,this paper first analyzed the main types and the carbon sinks value of rural ecological resources.Then,the practices of rural ecological resources participating in carbon trading and the existing problems were discussed.Again,the innovative logic,representative mechanisms and constituent elements of the participation mechanisms for rural ecological resources in carbon trading were explored.Finally,it proposed the innovative measures for the mecha-nisms of rural ecological resources participating in carbon trading. ⑶ Results——The participation of rural ecological resources in carbon trading is confronted with key chal-lenges:the lack of standardized methodologies for carbon sinks projects development,the imbalance between in-vestment and returns in the development of carbon sinks projects of ecological resources,the ambiguous clarity of ecological resources property rights,and insufficient policy support,etc.Innovating the participation mechanisms for rural ecological resources in carbon trading can effectively activate the carbon sinks potential of rural forest systems,lakes and grasslands systems,and farming systems.The innovation of the carbon sinks trading mecha-nisms for rural ecological resources helps to achieve the diversification of carbon sinks supply subjects,the pro-fessionalization of services provided by third-party institutions,the individualization of carbon sinks consumption,the public intrest nature of regulatory agencies,and the circularization of the trading process. ⑷ Conclusions and Discussions——Based on the above research conclusions,innovative measures for the participation mechanisms of rural ecological resources in carbon trading are proposed:First,strengthen the research on the measurement technologies of carbon sinks of scattered rural ecological resources,improve the mo-nitoring and statistics systems of carbon emissions of rural ecological resources,and encourage localities to pilot the carbon sinks methodologies of rural ecological resources.Second,encourage individuals to participate in the carbon trading of rural ecological resources through multiple channels to enhance the resilience of the carbon trading mechanisms through the diversified participation of market entities.Third,strengthen the innovation of green financial products.Encourage financial institutions to design financial products for carbon sinks in rural ec-ological industries,including insurance,securities,funds and futures products for carbon sinks projects,and build a complete financial support system for carbon sinks of rural ecological resources.Fourth,rationally allocate the interests of each participating element in carbon trading.Clarify the interests,rights and responsibilities,and distribution relationships of all participants in carbon trading,and establish a sustainable interest linkage mecha-nism.关键词
