Calculation Method of Full Life Cycle Benefit of Railway Special Line amid"Carbon Peaking and Carbon Neutrality"

Abstract
The expected benefit is the core basis for the decision-making of railway special line project construction.According to the full life cycle concept,the composition of the full life cycle cost of the newly built railway special line was analyzed,and its calculation model was constructed.Based on the characteristics of attracting cargo flow transfer,a profit model covering carbon emission reduction,transportation cost saving,and full life cycle was proposed.The full life cycle benefit of the railway special line to be built by a cement enterprise was calculated.The results show that the special line can reduce the carbon emission of the enterprise by about 35 000 tons per year and save the transportation cost by 25 million yuan.A benefit of 146 million yuan was achieved in terms of reducing carbon emissions and saving transportation costs throughout the full life cycle.The research shows that after the material transportation distance exceeds 350 km,large industrial and mining enterprises can consider building new special lines;in the feasibility study of the special line project,1.1 times the transportation cost savings can be used as its comprehensive income;the full life cycle benefit calculation method proposed in this paper can provide theoretical support for fast calculation of the benefit evaluation in the pre-feasibility study of the special line project and the construction timing analysis of multiple government projects.关键词
