Abstract
Railway technical regulations play an important role in ensuring the safety of railway transportation and improving transportation efficiency.Based on the analysis of the components and indexes of the industry,university,research,and application program,the idea of constructing the index system for the program of Regulations of Railway Technical Operation was proposed from the perspectives of industries,universities,research institutes,and end-users.The average set pair potential was used to evaluate the rationality of the index importance ranking given by experts.Through the screening method for the index system of the industry,university,research,and application program based on relative connection numbers,the initial index system was optimized and screened to identify important indices,retaining 60%of the original secondary indices.The results show that the proportion of practical teaching and the number of R&D personnel invested are important indices for constructing the industry,university,research,and application program.Through the final 49 indices determined in combination with five main bodies,namely the competent authorities,railway enterprises,users,universities,and research institutions,the industry,university,research,and application program of Regulations of Railway Technical Operation was constructed,which provided theoretical support for the high-quality development of railway transportation.关键词
