Abstract
The technical regulations for railway emergency responses are an important basis for railway units at all levels to carry out emergency responses.The formulation,revision,and management of the technical regulations for emergency responses directly determine the scientificity,adaptability,and standardization of the regulation content.At present,China's railways have formed a unified command and hierarchical emergency response system,but there are still problems in the formulation,revision,and management of the technical regulations for emergency responses,such as unclear management interfaces,unclear granularity of formulation and revision,and unsuitable regulation content.By using the analysis method based on granularity analysis theory,a logical framework for formulation and revision decision-making of the technical regulations for emergency responses was constructed,and the basic information of regulations was analyzed.The granularity of regulation information was determined,and the principles and decision-making suggestions for the formulation,revision,and management of the technical regulations for emergency responses were proposed,providing support for standardizing the formulation,revision,and management of the technical regulations for railway emergency responses and improving emergency response efficiency.关键词
