Abstract
To address issues of limited timeliness of traditional hydrological and rainstorm flood warning information and insufficient accuracy in warnings in Yunnan Province,this study,using the Lincang hydrological unit as a case,designed a precise hydrological early warning service system based on.NET and Mobile Cloud MAS.It introduced the innovative concept of a fine-grained flood early warning grid,accurately delineated the impact areas of each hydrological monitoring station.The system established a detailed warning grid that links flood control officials at city,county,and township levels in identified risk zones;village-level flood control personnel within 5 km of rainfall stations and within 1 km on both banks of affected river sections;and the"three responsible persons"for reservoirs associated with monitoring sites.This enabled precise definition of hydrological and flood impact zones,targeted warnings for at-risk areas within the grid,and direct"point-to-point"communication between hydrological departments and designated responsible person.The system reduced the time for warnings to reach grassroots flood control personnel to under five minutes,significantly enhancing the role of hydrological services in supporting local flood prevention and disaster mitigation.关键词
