特殊起义部队的人民军队化:绥远方式的提出及实施
The People's Militarization of Special Uprising Forces:Proposal and Implementation of the Suiyuan Model

Abstract
After the peaceful liberation of Beiping,in order to improve relations with Fu Zuoyi and di-vide the non-Chiang clique local warlords within the Kuomintang,Mao Zedong and other high-level officials of the CPC brewed the"Suiyuan Model"and decided to adopt a lenient policy towards the Kuomintang Army in Suiyuan.Before and after the Suiyuan Uprising,Fu Zuoyi,Dong Qiwu,and oth-ers showed goodwill towards the CPC and expressed their willingness to cooperate,while also trying to preserve their strength and observe the situation.The side of CPC were generally aware of the two faced tactics of Fu Zuoyi,Dong Qiwu and others,but due to the situation,they chose to temporarily endure.The cooperative relationship between both sides was once in a state of apparent united out-wardly but divided at heart.With the deepening of political work,conflicts between military and polit-ical cadres in the uprising forces,as well as within the uprising officers and soldiers,continued to ex-pand around issues such as military leadership,relationship between military officers and political ca-dres.The Korean War broke out,and the attitude of the CPC gradually became tough.They decisively dealt with the rebellion and purged some rebel generals by making excuses,thereby achieving the es-tablished goal of transferring the uprising forces away from Suiyuan.The Suiyuan Uprising forces final-ly completed the transformation from"uprising generals command the soldiers"to"the CPC command the soldiers",establishing the absolute leadership of the CPC.关键词
