土地资源配置中政府与市场关系主要问题研究
Research on the Main Issues in the Relationship Between Government and Market in Land Resource Allocation
摘要
Abstract
Land is an important factor of production,and correctly handling the relationship between government and market in land resource management can ensure the efficient allocation of land resources.This paper reviews the current research on the relationship between government and market of land resource allocation and points out the main issues,including:excessive rigidity in government management during land resource allocation,insufficient regulatory mechanisms for the entire decision-making process of the government,ongoing disputes over the distribution proportion of land value-added gains between the government and the market,infringement of rights and interests of market entities,lack of market vitality,and adverse effects on a fair market competition environment.It is suggested that the government appropriately delegate power at various stages of land resource allocation to stimulate market vitality,strengthen supervision over the entire government decision-making process,establish a whole-chain performance evaluation index system covering"pre-event,in-event,and post-event"stages,adopt accountability measures for policy formulation,decision-making,and implementation throughout the whole-chain process,rationally distribute land value-added,and take corresponding supporting policy measures.关键词
