Abstract

The industrial land access is an important means for land in China to participate in macro-control.This paper discusses the impact mechanism and action mechanism of industrial land access on high-quality land development from the perspectives of enterprises,parks and government governance.Taking Shanghai's industrial land access policy as a quasi-natural experiment,an empirical research is conducted using the two-way fixed effects difference-in-differences-model(DID model).The research results show that industrial land access can significantly promote high-quality land use,and there is heterogeneity in terms of firm ownership attributes,industrial park level,industrial agglomeration degree and government governance level.The effect of access policy has more significant impact on non-state-owned enterprises,national and provincial parks,and regions with high industrial aggregation and government governance level;industrial land access mainly achieves high-quality land use by improving enterprise production efficiency and promoting resource reallocation;the policy effects of adjustment of access standards in different industries are significantly different,and there is still room for optimization of industry access standards.
