共同富裕背景下宅基地市场化改革的实践研究
Practice Research on Homestead Marketization Reform in the Context of Common Prosperity

Abstract
Marketization is the practical and logical intersection of common prosperity and homestead system reform.Taking Yiwu's homestead reform as an example,the paper subdivides the reform measures into paid use,paid adjustment,mortgage of use right,and paid withdrawal.Although the supply and demand objects and transaction scope of each reform are limited,the economic benefits obtained are remarkable.The homestead use has been changed from free and unlimited to classified,limited,and paid use,allowing the government,village collectives,and villagers to gain some benefits,resulting in an obvious effect of common prosperity.However,there are still some problems in Yiwu's reform,such as the difficulty in determining the qualification rights,the difficulty in establishing the standards of paid use,the one-sided cognition of the mortgage of use rights,and the difficulty in duplicating the mode of withdrawing from the homestead with"collective land bond".It is suggested that in the follow-up reform,the qualification rights identification should be coordinated according to the problems;the charging standard of paid use should be further refined;the mortgage of homestead use rights and its supporting system should be improved;and the"collective land bond"reform should be carried out jointly.关键词
