海洋空间高效利用现状分析及路径建议
Analysis of the Current Situation and Path Suggestions for Efficient Utilization of Marine Space

Abstract
The efficient development and utilization of marine space is of critical importance for supporting the rapid growth of the marine economy in China's vast coastal regions.Taking Zhejiang province as a case study,this article summarizes its achievements in marine economic development and identifies shortcomings in the goal orientation of marine spatial planning,marine management mechanisms,legal and regulatory systems for marine management,and government-society collaboration mechanisms in marine development,as well as the impacts on marine space utilization based on a problem-oriented approach.The article proposes targeted paths to promote the efficient utilization of marine space:①accelerate the establishment of rules and regulations through legislation and improve the policy system for marine management;②draw on the experience of comprehensive land improvement to achieve comprehensive and efficient utilization of marine space;③coordinate the relationship between marine spatial planning and layout and market-driven development,balance the interests of government departments,investors,and fishermen and farmers,improve the benefit distribution system,and integrate development entities;④coordinate the preparation of relevant plans,promote the evaluation of sea area development suitability,optimize the layout of marine economic functions through three-dimensional spatial development,gather the development space of marine industry in the main form of cluster coupling development,and integrate various resources to enhance the integration of land and sea use functions.关键词
