Evaluation of Localization Effect of Standards in Key Areas of Transportation
摘要
Abstract
To deal with the lack of quantitative evaluation methods for the localization effect of standards in key areas of transportation in China,a systematic evaluation index system for the localization effect of transportation standards has been established considering three aspects,standards transformation,implementation guarantee,and implementation effect.A standardized localization effect evaluation model was proposed,based on Analytic Hierarchy Process(AHP)and improved cloud model.The model evaluation effect was verified through case studies in different fields such as highway engineering,railway engineering,and port engineering.The research results show that the calculation results of the evaluation model described in this paper are in high consistency with the actual application effect and expert evaluation conclusions of the localization of standards,which is applicable to various related fields in the industry.Six measures and suggestions are proposed to promote the localization of transportation standards in China from three aspects:continuous analysis of standards applicability,deepening bilateral and multilateral cooperation in key areas of transportation with neighboring countries,and strengthening the construction of an international talent team for transportation standards.关键词
