法国个人培训账号制度对我国学分银行建设的启示
Insights from the French Personal Training Account System for the Construction of Credit Banks in China
摘要
Abstract
The construction of credit banks is one of the important tasks in China's modern vocational education system and lifelong learning system.Over the past decade,although pilot work carried out in some regions has achieved certain results,several deep-seated issues remain unresolved,primarily in areas such as top-level planning,policy design,certification of learning outcomes,funding sources,and incentive mechanisms.France's Personal Training Account System(La Compte Personnel de Formation,CPF)shares many similarities with China's credit banks in terms of construction philosophy,functions,and implementation goals,making it a reference for credit bank development in China.The study finds that the French CPF system offers inspiration in three aspects:unifying top-level design to build bridges for multi-stakeholder collaboration;establishing a standardized certification system to lay a solid foundation for credit banks;and stimulating corporate participation to establish a risk-sharing mechanism.关键词
