Legal Logic and Realization Paths of High-quality Development of Skill-oriented Colleges under the Perspective of Classified Promotion of Higher Education Reform

Abstract
Under the policy context of classified promotion of the reform and development of colleges,there should be clear boundaries between skill-oriented colleges,application-oriented colleges and research-oriented colleges,and they should always focus on the high-quality cultivation of skill-oriented talents.From the legal perspective,laws and regulations such as the Higher Education Law,Degree Law and the Vocational Education Law have granted skill-oriented colleges with legal status,rights,obligations and responsibilities.However,there are still many legal and theoretical dilemmas in the reform and development of skill-oriented colleges at present.It mainly includes issues such as the academic standard systems for different types of universities have not been established,and the contents of school-running autonomy for skill-oriented colleges that is compatible with safeguarding student's right to education remains undear.Therefore,it is necessary to construct the legal and theoretical logic for the high-quality development of skill-oriented colleges with the protection of students'right to education as the core.This includes adding the academic standards of skill-oriented colleges in the Higher Education Law,synchronously updating the corresponding contents in the lower-level laws and regulations,and implementing specific practical measures in aspects such as enrollment,management,cooperation and evaluation.关键词
