我国高等职业教育高质量发展政策的现实问题与优化路径
Realistic Dilemma and Optimization Paths of High-quality Development of Higher Vocational Education in China

Abstract
Text is the most important carrier of national policies and the reflection of the government's efforts to promote high-quality development of higher vocational education.Through analysis of the annual quantity of policy texts,issuing entities,text forms,policy fields and policy tools,it is found that China's high-quality development policy for higher vocational education has advantages such as stability and hierarchy,diversification and synergy of policy subjects,focus on key development areas,and diversification of policy tool types.However,there are also practical difficulties such as insufficient attention to high-quality development,high policy ambiguity,preference for authoritative policy tools,and limited domestic demand for policies.Faced with the new situation,the government should expand the coverage of policy content from"focus"to"comprehensive";strengthen the implementation and promotion of policies from"vague"to"refined",optimize the use of multiple policy tools from"preference"to"balance";enhance the quality of policy supply from"external sources"to"domestic demand",which could further improve the policy construction of high-quality development of higher vocational education in China.关键词
