"双高计划"政策执行对高职院校发展水平的净影响研究
Research on the Net Impact of the Implementation of"Double-high Plan"Policy on the Development Level of Higher Vocational Colleges

Abstract
Based on the theory of policy network,this study employs a difference-in-differences method to take panel data from 112 higher vocational colleges in China spanning 2017 to 2023.It aims to assess the net impact of the"double-high plan"policy on the development level of higher vocational colleges and its mechanism of action.The findings indicate that the"double-high plan"policy has significantly improved the operational and international influence levels of higher vocational colleges.This improvement is achieved through the policy network structure and policy network implementation subjects.To enhance the implementation of the"double-high plan",it is imperative to improve the policy network environment,optimize the policy network structure,and stimulate the vitality of the policy network implementation subject.These steps are crucial for ensuring efficient policy implementation and achieving desired outcomes.关键词
