粮稳天下安:粮食主销区耕地"非粮化"的深层原因与破解思路
Grain Security and National Stability:Underlying Causes of"Non-Grain"Cultivation in Major Grain-Selling Regions and Their Solutions

Abstract
Food security has always been a critical societal concern.While the main grain-producing regions serve as the"ballast"for national food security,the major grain-selling regions also plays an important role in securing national food security.The study shows that the"non-grain"cultivation in the major grain-selling regions not only threatens national food security but also increases the grain-growing burden on grain-producing regions,while triggering problems like feed crop shortages.An in-depth analysis shows that underlying causes of"non-grain"cultivation in the major grain-selling regions include the deepening of farmland fragmentation,the static withdrawal mechanisms for land contracting rights,and the rising urban land demand.To address this,from the perspective of land economic supply,it is suggested to accelerate land management rights transfer,build a market-oriented exit mechanism for land contracts,strictly protect quality farmland,and advance high-standard farmland construction,so as to consolidate the foundation of food security on all fronts.关键词
