物业型新型农村集体经济的经营困境、发展逻辑与转型策略
The Operation Dilemmas,Development Logic and Transformation Strategies of Property-Based New Rural Collective Economy:A Case Study of D City in the Pearl River Delta

Abstract
To explore the development logic of property-based new rural collective economy,it is necessary to focus on the organizational behavior mechanism.Currently,the development of property-based collective economy faces four dilemmas,namely resource constraints,coordination failures,property rights misalignment,and incentive incompatibility,and its operationalization relies on four mechanisms,which are resource activation,stakeholder coordination,property rights adaptation,and incentive compatibility.In D City,these dilemmas are addressed through the following paths:transforming its mechanism by focusing on industrial upgrading in exploring ways to activate resources;shifting the collective economy from a spontaneous and decentralized model to a government-led and group-based model in exploring ways to enhance stakeholder coordination;upgrading village-based economies from business-like operation to platform-based operation in exploring ways to improve property rights matching;transforming collective economic governance from welfare distribution to incentive compatibility in exploring ways to achieve incentive compatibility.Based on these findings,the following transformation strategies are proposed for the property-based collective economy:implementing intensive utilization of land resources,leveraging the leading role of Party building,establishing a collaborative governance mechanism with multiple stakeholders,promoting the joint development of the collective economy,integrating urban functions into the collective economy,and refining the framework of collective property rights.关键词
