Abstract
Practice and reflection are carried out around the integration of the"three bases"(grassroots construction,basic work,and basic skills training)work of state-owned enterprises with the HSE management system(health,safety,and environmental management system).There is an inherent consistency between the"three bases"and the HSE management system in terms of risk prevention and control,and optimization of management processes.The integration of the two is an inevitable requirement for enterprises to achieve refined management,risk prevention and control,and compliant operation.The significance of integration is reflected in three aspects:strengthening risk prevention and control capabilities,enhancing operational efficiency and co-hesion,and promoting the construction of a safety culture.In practice,enterprises promote the construction of a standardized system with problems as the orientation,integrate management requirements with the job responsi-bility system as the core,and achieve"institutionalization of management-process standardization of systems-in-formatization of forms"through process reengineering.At present,there are problems such as weakened grassro-ots construction,weak basic management and insufficient personnel quality.However,the integrated manage-ment model has effectively consolidated the foundation of safety and environmental protection through measures such as standardized team building and responsibility implementation.It was proposed that the"three bases"were the HSE management system at the grassroots level.The construction at the grassroots level embodied the leading role of the system,the basic work reflected the comprehensive operation of the system,and the basic skills training ran through all elements of the system.The integration will take the"three bases"as the carrier and the HSE system as the handle,and through innovation,enhance the management level at the grassroots lev-el,providing a guarantee for the stable and long-term development of the enterprise.关键词
