Abstract
Prior to granting a permit for the construction or operation of nuclear facilities,the nuclear safety regulatory department of the Chinese State Council must conduct a thorough technical review and evaluation of the preliminary or final safety analysis report submitted by the operating entity.Given the molten salt reactor's significant disparities in terms of accident impact,nuclide migration,and application scenarios compared to other reactor types,the rationality of site evaluation should also vary accordingly.This article focuses on the Hermes reactor,which was approved for construction by the Nuclear Regulatory Commission(NRC)in the United States.It examines relevant legal regulations and reference guidelines,identifies valuable differences in characteristics compared to China's regulatory requirements,and summarizes the key aspects of safety analysis and review methods from both design and regulatory perspectives.Finally,drawing from regulatory experience,the article concludes with recommendations for the regulation of molten salt reactors.关键词
