Abstract
To address gas safety incidents,China government has issued relevant policies to promote the consolidation of urban gas markets.Recognizing the numerous drawbacks of fragmented urban gas markets,many local governments have initiated regional integration of gas operations.Currently,progress in urban gas market integration varies across regions.Notably,Zhejiang Province has adopted a comprehensive promotion model,achieving significant advancements and leading the field in urban gas integration,while Shanxi Province has actively pursued market integration by designating Jincheng City as a pilot region.The paper analyzes gas market integration cases in typical regions of Zhejiang and Shanxi Provinces and summarizes such key insights to facilitate effective integration as regions should select appropriate promotion models based on their economic development level,market structure,and policy environment,local governments should adopt tailored strategies according to regional conditions and emphasize differentiated policies,governments must refine market exit mechanisms and offer supportive policy frameworks,governments should leverage its guiding role by strengthening top-level design and strategic planning,while fostering communication platforms for stakeholders to align interests,and enterprises should adapt to market trends,develop integration strategies,and ensure equitable benefit distribution among involved parties.关键词
