Abstract
In recent years,the continuous expansion of LNG receiving terminal capacity in China has led to a rapid decline in terminal utilization rates.It is projected that these utilization rates will remain at relatively low levels for a long time.To ensure the healthy development of the LNG industry chain,improving the utilization rate of LNG receiving terminals must be prioritized.From the perspectives of integrated industry chain management and operational optimization,the paper proposes that potential pathways to enhance LNG terminal utilization include engaging in international whole-ship LNG sales,international vessel bunkering,cooling down services,and gas testing for service expansion,providing tank leasing services and terminal usage services during idle windows for customer services,implementing cross-cycle storage,cold energy utilization,and participation in LNG futures trading for terminal operation strategies,and integrating hydrogen energy applications,coupling with carbon capture and storage(CCS),and synergizing with renewable power generation for low-carbon development.Given the distinct advantages of different terminals—such as berth capacity,storage capabilities,and send-out capacity—tailored strategies should be adopted to develop these services.By implementing these measures,LNG receiving terminals can maximize their operational value,ensuring reasonable returns for operators,and fostering the sustainable development of associated industrial chains.关键词
