Research on the Evaluation and Optimization of Incentive Policies for Scientific and Technological Talents in Hebei Province

Abstract
Taking the incentive policies for scientific and technological talents as the research subject,based on the content analysis method and PMC index model,an evaluation index system with 9 primary variables and 43 secondary variables has been constructed to quantify the incentive policies for scientific and technological talents in Hebei Province during the 10 years from 2014 to 2023 and make comparative analyses,and then put forward the optimization suggestions for the policies.The study finds that the incentive policies for scientific and technological talents in Hebei Province as a whole are relatively scientific and reasonable,and the evaluation grades of the samples are all qualified and above;some policies have limited content,and the implementation effects after the promulgation of the policies need to be emphasized by the local governments;some policies neglect the process of cultivating scientific and technological talents,and fail to set up a scientific development space and promotion mechanism for scientific and technological talents;the focus of the policy samples varies,with the policies focusing on the incentives for scientific and technological talents themselves,or focusing on optimizing the environment for scientific and technological talents in order to attract and retain talents;on the whole,the average PMC index score of the incentive policies for scientific and technological talents is higher,and the policy design is more scientific and reasonable in Shandong Province.By comparing and analyzing the policies of scientific and technological talents in the two provinces,the study points out that Hebei Province should be based on the actual situation of the region,and further optimize the incentive policies for scientific and technological talents in terms of implementation of policies,skills enhancement,evaluation mechanism,and policy system.关键词
