全球变局下中国高等教育国际化面临的挑战与应对策略
Challenges and strategic responses to the internationalization of Chinese higher education in a changing global order

Abstract
In recent years,against the backdrop of profound changes in the global landscape,the internationalization of higher education is facing multiple challenges such as geopolitical turmoil,the strengthening of anti-globalization trends,the intensification of technological barriers,and the decline in trust in international cooperation.As a result,the ecosystem and logic of global higher education cooperation have been reshaped.Against this backdrop,multiple models such as cross-border mobility of students and scholars,internationalization of courses,cross-border educational programs,global scientific research cooperation,and virtual internationalization have interwoven and developed,jointly constituting the core content of contemporary higher education internationalization.As a major country in higher education,China urgently needs to build a more strategic and resilient internationalization system while responding to global uncertainties.Against the backdrop of global changes,the internationalization of higher education in China is confronted with challenges such as institutional restructuring and strategic response at the national level,the coordination and governance capabilities of local governments,as well as the organizational transformation and cultural mechanism adaptation of universities.To better address the above challenges,at the national level,a strategic support and institutional guarantee system for educational internationalization should be established.At the local level,the construction of regional collaborative mechanisms and the capacity for local internationalization actions should be enhanced.At the university level,the international reconstruction and organizational transformation of university governance should be promoted,thereby building a multi-level collaborative governance system to achieve the transformation from responsive internationalization to a new type of internationalization that emphasizes both forward-looking,standardized and sustainable aspects,and to serve the strategic goal of building an education power and China's participation in global education governance.关键词
