The practical dilemmas and future approaches of"Double First-Class"Initiative universities' research empowering for S&T self-reliance and self-improvement

Abstract
Giving play to the role of the research of"Double First-Class"Initiative universities in empowering S&T self-reliance and self-improvement is an important reliance for coordinating and promoting the integrated reform of the institutional mechanisms for education,science and technology,and talent,and accelerating the construction of a world-class science and technology power.Resource orchestration theory focuses on exploring"dynamic organizational resource management actions".Using this theory to build a three-stage model of"resource combination construction-resource integration bundling-resource leverage utilization",it is found that in the process of empowering S&T self-reliance and self-improvement,"Double First-Class"Initiative universities have such dilemmas as block-based resource allocation and low-quality repetitive investment,resource flow obstruction and integration logic conflict,insufficient resource leveraging and lack of a coordinated mechanism.In the future,"Double First-Class"Initiative universities should strengthen strategic planning and design driven by major needs,improve institutional guarantee mechanisms for boundary spanning resource integration,and activate the industry-university-research value conversion chain with university-local linkage to empower the high-level self-reliance and self-strengthening of science and technology.关键词
