Abstract

In order to achieve the dual carbon goals,improve the energy efficiency of the power industry and ensure the successful transformation of the new power system.According to the structure of the whole industrial chain of power production and supply,a two-stage data envelopment analysis(DEA)energy efficiency evaluation model is first built,including the power production stage and the power supply stage.In the two-stage DEA model equivalent on the basis of the offset model,through the embedded minimum deviation,minimization of the mean maximum target deviation?and minimum desired output accounted more target criteria,considering the desired output of the two stage multi criteria data envelopment analysis(MCDEA)model and accordingly measure the 31 provinces(municipalities directly under the central government,autonomous regions)in 2013-2024 whole power industry chain energy utilization efficiency.The study found that:1)Compared with the traditional model,the two-stage MCDEA model solves the problems of false weight and overestimated efficiency to some extent,and the model has more explanatory power and better energy utilization efficiency of the whole power industry chain.2)Considering non-expected output,the comprehensive energy utilization efficiency and energy efficiency at various stages of the entire industrial chain in southwestern and northwestern regions are relatively high,at 0.6166 and 0.513 1,while eastern and northern regions perform better in power production and power supply stages,with production efficiency at 0.902 0 and supply efficiency at 0.516 9.The energy efficiency in the past ten years is compared.The analysis of energy efficiency in the last 10 years shows that,the regional differences in energy utilization efficiency in China are significant,and the average annual growth rate of energy utilization efficiency is not obvious.It is necessary to accelerate the promotion of key energy technology research and development and the transformation of scientific research results,focus on low-carbon development of energy and electricity,build a new energy power system,and promote the coordinated development of energy regions.
