Abstract
This paper addresses the requirements of land spatial planning and aims to enhance the effective implementation of regional comprehensive development initiatives.It focuses on existing regional comprehensive development projects in Shanghai as the research subject.Through the establishment of a planning implementation platform,the research systematically examines the technical pathways associated with these projects.The primary objective is to explore how the planning implementation platform can align with higher-level planning requirements and mitigate conflicts between specialized planning and regulatory planning.This paper proposes specific methodologies for transforming non-binding specialized plans into enforceable control elements to be applied in land development.The research aims to facilitate the coordinated advancement of planning and construction,investigating an intensive development model that emphasizes the core principles of"innovation,coordination,sustainability,openness,and sharing."Ultimately,it seeks to provide technical pathway references for the planning and execution of similar projects in other regions.关键词
