Actuality,Problems and Countermeasures of the Integration of the"Four Chains"in Shaanxi Province

Abstract
It is a crucial task for Shaanxi Province to speed up its industrial upgrading and form an innovation-driven development pattern by accelerating the integration of the"four chains"(innovation,industrial,capital,and talent chains).It has achieved ini-tial results in the integration of the"four chains"through measures such as driving col-laborative innovation development by leading the industrial chain through the innovation chain,providing innovation support by driving the talent chain with the capital chain,and strengthening the innovation and industrial chains with the talent chain.However,there are still problems,including weak basic research in the industrial chain,incomplete structures,underdeveloped innovation chain,low rate of achievement commercialization,less scientific and technological investment,insufficient support from the capital chain for technological innovation,and inadequate integration between talent and industrial chains.Based on the actuality of the"four chains"integration in Shaanxi Province,this paper makes an in-depth analysis of the underlying causes of these problems.Then it proposes targeted suggestions:building a high-quality industrial chain and deploying the innova-tion chain based on it;strengthening a high-energy innovation chain and laying out the industrial chain around it;building a highly concentrated capital chain to promote the deep integration of innovation and capital chains;and establishing a high-level talent chain to provide professional support for industrial and innovation chains.关键词
