国外敏感非密信息管理制度的类型化研究
A Typological Analysis of International Sensitive but Unclassified Information Management Systems
摘要
Abstract
[Research purpose]Sensitive but Unclassified Information is the non-state secret information that generates relatively strong security value and utilization value in the practice of government affairs.It is prone to the dilemma of improper control in the management process.By examining and summarizing the management systems of Sensitive But Unclassified Information in foreign countries,it can provide useful references for constructing the management system of Sensitive But Unclassified Information with Chinese characteristics.[Research method]Adopting a typological research framework,this study employs documentary analysis and comparative methodologies to conduct a comprehensive examination of Sensitive But Unclassified Information management systems across major countries,systemati-cally synthesizing their institutional patterns and defining characteristics.[Research result/conclusion]The major countries in the world mainly adopt three construction models in the management systems of Sensitive But Unclassified Information,namely the traditional man-agement model,the innovative management model,and the integrated management model.They generally explore the third path between"classified"and"unclassified",focus on the rational utilization of information on the premise of ensuring information security,implement the minimization principle with multiple measures simultaneously,and clarify the situations of information leakage and the post-event han-dling process.China should further explore and construct the management system of Sensitive But Unclassified Information suitable for China's actual situation on the basis of the existing confidentiality management system.关键词
