Governance Dilemmas and Optimization Strategies for Bay Ecological Environment Based on the IAD Framework
摘要
Abstract
Applying the Institutional Analysis and Development framework under polycentric governance theory and introducing the political momentum theory in the Chinese context,this study conducts in-depth research on the governance practice of the bay ecological environment in Hainan Province.It is found that the governance dilemmas of the bay ecological environment in Hainan are mainly manifested in aspects such as limitations of external variables,inadequate resource investment with unresolved contradictions,and insufficient awareness of actors and their difficulty in playing a role.Hainan Province should create a favorable external environment,build a diversified collaborative action arena,and strengthen the capacity building of participating entities.关键词
