Abstract

Driven by the"dual-carbon"goals,the environmental value of green electricity is gaining increasing recognition.The carbon offsetting capabilities of green electricity and green certificates have garnered significant attention from power enterprises.However,despite the intricate connections among green electricity,green certificates,and carbon emissions,the lack of standardized carbon accounting rules currently hinders the effective integration of these elements.This often leads to double-accounting of environmental benefits,particularly in real-time carbon emission accounting for electricity consumption.To address this issue,this paper proposes a real-time carbon emission accounting method that accounts for transactions involving green electricity and green certificates.First,the interrelationships between green certificates,green electricity,and carbon emission offsetting are analyzed.The types of transactions involving green electricity and green certificates are classified,and carbon accounting principles considering these transactions are designed.Then,real-time carbon accounting methods that consider the impact of different transaction types are proposed.Finally,case studies based on the PJM 5-bus system and the power system of a specific city in China are conducted.The simulation results indicate that the proposed method can reflect the transfer process of environmental attributes associated with green electricity and green certificate trading during real-time electricity carbon emission accounting.It avoids double-counting environmental benefits while meeting the requirements for real-time electricity carbon emission accounting.
