Abstract

The selection and appointment system of talented and capable civil servants in China is an important guarantee for promoting national economic development and improving people's welfare.Reflecting on and re-evaluating the connotation of the selection and appointment system of talented and capable civil servants in the context of modernizing national governance can lay a foundation for constructing the theoretical selection and appointment system of talented and capable civil servants in China and improving the practice of selecting and appointing talented and capable civil servants.As found by this paper through a review of literature from both the East and the West,there are differences in the connotations of the selection and appointment system of talented and capable civil servants,and the"talent"in China's selection and appointment system of talented and capable civil servants not only includes practical work abilities,but also other requirements for evaluating civil servants,and is reflected in various aspects of human resource management.This paper focuses on the development and changes of the selection and appointment system of talented and capable civil servants in China since 1949,and believes that the principle of selecting and appointing talented and capable civil servants in China reflects the dual dimensions of mixed ideology and professional competence value.Compared with the selection and appointment system of talented and capable civil servants in the West,centralized examinations still hold a considerable position in China's civil service selection system.
