Abstract

This paper adopts a quantitative analysis method to investigate 391 primary-level civil servants at the county,district,and township levels in Fujian Province,and discusses the intrinsic relationship between primary-level burden and innovative behavior of civil servants,as well as the role of public service motivation in this process.As shown by the results,primary-level burden will have a negative influence on two sub-dimensions of innovative behavior of civil servants;among the five sub-dimensions(formalism,red tape,layered escalation,arbitrary accountability,and vague responsibility)of primary-level burden,formalism and red tape will have a negative influence on the innovation motivation of primary-level civil servants;red tape and vague responsibility will reduce the innovation extent of primary-level civil servants;public service motivation plays a partial mediating role in the influence of primary-level burden on two sub-dimensions of innovative behavior.Therefore,to promote innovative behavior of primary-level civil servants,it is recommended to establish a long-term burden reduction mechanism at the primary level,comprehensively enhance the public service motivation of primary-level civil servants,and optimize the organizational innovation incentive mechanism.
