Cultivating soil and water conservation ecological product based on engineering construction and operation management

Abstract
To thoroughly implement the decision-making arrangements of the Communist Party of China Central Committee and the State Council on establishing and improving the value realization mechanism of ecological products and enhancing the production capacity of ecological products,this paper analyzes the management regulations for soil and water conservation engineering construction and the value realization mechanism of soil and water conservation ecological products(SWCEPs).It proposes a workflow,main links,and key tasks for cultivating SWCEPs based on engineering construction and management,including:Planning Stage:Make overall plans for the entire region,analyze and determine ecological products and their operational safeguard measures,and prepare an ecological product project inventory;Design Stage:Scientifically determine ecological products,incorporate them into the implementation plan of the project,and take them as performance assessment indicators;Construction Stage:Strengthen supervision and inspection to ensure the timely completion of facilities essential for ecological industries with guaranteed quality;Operation Stage:Enhance oversight and guidance to ensure the dual improvement and sustainability of soil and water conservation functions and ecological product supply capacity in the ecosystem.The detailed cultivation measures for SWCEPs based on the whole lifecycle of soil and water conservation projects play a positive role in promoting comprehensive control of regional soil and water loss,enhancing the supply capacity of ecological products,and boosting all-round economic and social development.关键词
