Abstract
Taking deepening the comprehensive reform of agricultural water price as a breakthrough to promote the construction of modern irrigation districts is an important measure to implement the decisions and arrangements of the CPC Central Committee and the State Council on comprehensively deepening reforms,ensuring national food security and water security,etc.Aiming at the difficult problems that have long plagued the comprehensive reform of agricultural water price,such as the formation mechanism of water price,the adjustment of interests of all parties,and the management system of irrigation districts,three typical pilot projects in Yuanmou County of Yunnan,Litong District of Ningxia,and Ruicheng County of Shanxi were selected for continuous tracking,and experience models for solving reform problems were summarized and refined.For example:Yuanmou County of Yunnan has cultivated a market-element-driven reform model of agricultural water price;Litong District of Ningxia has innovated a"two-wheel drive"reform model of engineering transformation and mechanism construction;Ruicheng County of Shanxi has formed a reform model of"large-scale driving small-scale and classified pricing".Based on the current central policy requirements and reform pilot experiences,countermeasure suggestions for deepening the comprehensive reform of agricultural water price are put forward from the aspects of promoting the construction of modern irrigation districts,improving the formation mechanism of water price,and strengthening the tracking and guidance of pilots:promoting the construction of modern irrigation districts to lay a hardware foundation for water price reform;deepening the comprehensive reform of agricultural water price to optimize the formation mechanism of water price;strengthening the tracking and guidance of pilots to summarize and refine reform models that can be promoted.The research results can provide technical basis and decision-making reference for related research and management work.关键词
