Construction and application of water control precipitation radar:Effectiveness analysis of monitoring flood-causing rainstorms in the Yongding River Basin

Abstract
Rainstorm floods have features of happening suddenly,with high intensity and wide coverage,which impose great challenges to current monitoring capabilities.Focusing on the need for refined surface rainfall monitoring,forecasting,and early warning,water control precipitation radar have been adopted to achieve precise monitoring of surface rainfall in watersheds through multi-angle continuous scanning of the atmosphere from the ground to a vertical height of 2 km.Introductions are made on methodologies of quantitative precipitation estimation and application status of water control precipitation radar.Based on pilots in the Beijing section of the Yongding River Basin,quantitative evaluation on performance in monitoring heavy rainstorms was conducted.The comparison results between the quantitative rainfall estimation products and observations from ground rainfall stations fully demonstrate the effectiveness of the water control precipitation radar and its supporting quantitative rainfall estimation algorithm in capturing the heavy rainfall center and evolution characteristics in the pilot area of the Yongding River Basin.We have learned experiences from the pilot area to address issues such as the uneven spatial distribution of hydrological rainfall stations in various river basins in China and low temporal resolution of rainfall station monitoring.Suggestions are proposed in terms of network construction,pilot testing,standard setting and technological innovation,aiming to improve the timeliness of flood forecasting and early warning.关键词
