摘要

Abstract

At present,there are some prominent problems in the evaluation of the effectiveness of air pollution prevention and control,especially the insufficient comprehensiveness of multiple pollutants,and the difficulty in analyzing causal relationships.This paper constructs an evaluation index model for air pollution prevention and control based on ground observation,clarifies the principles of observation point layout and observation index system,and proposes a scientific quantitative evaluation method by combining pollution reduction rate method,air quality improvement index method,and multi factor decomposition model.Classic regional experiments have verified that each method exhibits strong applicability and reliability in different scenarios.The results indicate that the multi factor decomposition model can deeply analyze the contributions of policy and meteorological factors to governance effectiveness,providing important references for optimizing regional pollution prevention and control strategies.
