Empowering Rural Ecological Environment Governance with PPP Model:Inner Logic,Anhui Experience and Standardized Path

Abstract
With the advancement of ecological civilization construction,rural ecological environment governance is facing challenges such as dispersed pollution sources and difficult governance,and the traditional government-leading model is unable to meet the needs.The PPP model effectively alleviates government financial pressure,improves governance efficiency,and promotes optimized resource allocation by introducing social capital.Clarifying the application and internal logic of PPP model in rural ecological environment governance in China,analyzing the advantages of PPP model in rural environmental governance,including reducing government burden through social capital financing,improving governance efficiency through market-oriented mechanisms,and building a diversified governance system,are of great significance.The PPP model in Anhui Province has achieved significant results in rural sewage treatment,garbage management and other fields,reducing the financial burden on the government and improving the level of governance.However,it still faces difficulties in financing and high operating costs,especially in some ecological restoration projects where the willingness of social capital to participate is low.It is crucial to standardize the application path of PPP mode,including promoting the formulation of PPP Basic Law,exploring PPP+EOD(Ecological Oriented Development)mode,strengthening project management and performance evaluation,etc.By optimizing the PPP model,the quality and efficiency of rural ecological environment governance can be improved,providing strong support for rural revitalization and the construction of a beautiful country.关键词
