Abstract
As the most fundamental and enduring factor shaping the international order,the Global South has increasingly adopted a distinct,objective,and neutral stance on the global stage,prompting EU institutions to undertake multifaceted interpretations and repositioning of the Global South's role.On the basis of a deeper understanding of the Global South's attributes and core demands,EU policymakers seek to move beyond Eurocentrism,viewing the Global South as a co-shaper of the international order alongside the EU.On the basis of this perception,the EU has proactively adjusted its policies to address the geopolitical challenges posed by the rise of the Global South.First,it strengthens partnerships with the Global South to effectively address its diverse demands.Second,it enhances the Global South's role in global governance,albeit to a limited extent,to address its governance demands.Third,it strengthens internal and external policy coordination to foster unity and cooperation with the Global South.Fourth,it utilizes diverse communication channels to reshape and strengthen the Global South's collective identity.The EU's policy response to the Global South stems from its strategic goals of achieving geopolitical influence,pursuing open strategic autonomy,and restoring international credibility,as well as the policy-shaping role of the Franco-German axis.It is also an inevitable outcome of profound changes in the international order and power dynamics among major powers.The EU's"co-shaping of international order"strategy is a comprehensive approach aligned with its geopolitical interests,combining narrative strategies and practical policy implementation.Therefore,it may face numerous obstacles during implementation.China should actively cooperate with the EU and the Global South to jointly shape a new international order characterized by mutual benefit,cooperation,and harmonious coexistence.关键词
