Abstract
In response to the UNSRC 13225,the United States government initiated the"Women,Peace and Security"Strategy(the U.S.WPS Strategy)aiming at building sustainable peace and security for the United States by increasing women's full,equal and meaningful participation in security affairs.Officially started by the Obama administration with the establishment of the first National Action Plan on Women,Peace and Security,the U.S.WPS Strategy was systematized during the first Trump administration and diversified during the Biden administration.By analyzing the security referents and the dominant security values of the WPS Strategy,this paper reveals how the feminist perspective has been integrated into the traditional U.S.national security framework along with the construction and implementation of the U.S.WPS Strategy.While acknowledging the U.S.WPS Strategy's achievements in protection,participation and empowerment of women,this paper also points out the limitations of this strategy,such as the impact of the U.S.partisan division,the ineffective coordination and access mechanisms,and the cognitive limitation resulting from the pervasive"America First"strategic value.With Donald Trump reelected as the U.S.president in 2024,the United States has witnessed a resurgence of conservatism and populism,which will bring uncertainty to the future development of the U.S.WPS Strategy.关键词
