The Three-Dimensional Structure of the Trump Administration's Economic Sanctions on China:Continuity and Change from the First to the Second Term

Abstract
The Trump administration's first term constructed a three-dimensional system of economic sanctions against China,comprising laws and regulations,sanction programs,and implementation lists,objectively initiating a new wave of economic sanctions against China.Following Trump's return to the White House,this three-dimensional structure has been comprehensively reinstated,serving as a"pathfinder"for Trump's second-term trade disputes with China.This paper systematically analyzes the institutional architecture,policy instruments,and strategic focus of U.S.economic sanctions against China during Trump's first term,identifying three key areas:export controls centered on"civil-military fusion";financial sanctions in non-China issue domains;and financial sanctions under China-related issues,particularly concerning Hong Kong and Xinjiang.Research indicates that the probability of a comprehensive"New Cold War"between the U.S.and China or falling into a"Thucydides Trap"is not high.Technology,capital,and markets will remain the critical arenas of competition during Trump's second term,with technology competition being the most intense,as its outcomes will determine gains and losses in capital and market access.The Trump administration's sanctions predicated on"human rights"and"security"concerns essentially serve as"accompanying measures,"while intense competition for technological and economic advantages constitutes the"main theme."During Trump's second term,economic sanctions against China will increasingly focus on restricting China's high-technology sectors.As the trade war evolves,the dynamic of sanctions and counter-sanctions will further intensify tensions in U.S.-China relations.关键词
